Can I use Rogaine on hCG?

When I checked their website. Here’s the ingredients on the topical solution:
Active Ingredient: Minoxidil 2%
Inactive Ingredients: alcohol, propylene glycol, purified water

No oil as far as I know, so seems like it should be fine.
